Vetoed HB 26 – Statement: Expanding this list presents additional complexities for poll workers in discerning which forms of identification are acceptable.
Vetoed HB623 and HB1408 – Statement for HB623: Current law allows voters to sue for violations under the Virginia Voter Rights Act. The proposal will lead to administrative burdens and legal complexities that could hinder the fair and efficient administration of elections in our Commonwealth.
Statement for HB1408: The Department of Elections currently maintains regulations and guidance regarding the establishment and operation of voter satellite offices in the General Registrar and Electoral Board Handbook. Therefore, this legislation is unnecessary.

SB196 – Amended to reinstate longstanding process for voter registration appeals and eliminating certain criteria for unique identifiers.

VETOED HB 939 – Limits the Second Amendment: The prohibition of possessing a firearm is expanded from 40-feet out to 100-feet out from a polling location, electoral board meeting location, or drop box. Sponsors had no evidence-based justification for the expanded locations and distance.
VETOED HB1177 and SB606 – Forces Virginia to rejoin the leftwing-associated Electronic Registration Information Center (ERIC): Virginia, along with eight other states in the last two years, has left ERIC. ERIC failed to clean voter rolls and shared “Personally Identifiable Information” of voters, including minors, with a private left-wing organization. Since then, Governor Youngkin’s administration has built a state-run system that works better than ERIC to clean the voter rolls. Democrats want to force Virginia to rejoin ERIC.
Vetoed HB1454 and SB246 – Statement: This bill would also enable a person permitted by the Federal government to be in the United States for a limited duration to obtain a Virginia Driver’s license for a full eight-year term even though their eligibility to be legally present here may have expired.
Vetoed HB1534 – Statement: This bill imposes stringent procedural hurdles for citizens seeking to raise objections to voter registrations and candidate eligibility, effectively limiting their ability to participate in the democratic process.
Vetoed SB428 – Statement: RCV is new in the Commonwealth of Virginia, and nationwide. Concerns have been raised about its use in general elections where some voters have found it confusing. A heightened risk of mistakenly erroneous ballot submissions raises concerns about disenfranchisement and an increased lack of voter confidence in election results. Before RCV is further institutionalized and regulated at the Virginia Department of Elections, the legitimate questions of voters need to be answered.

SUMMARY AS PASSED:
Elections; protection of electors and election officials; penalties. Adds to the list of protected voters any current or former elector for President and Vice President of the United States and any person who is or has been a member of the State Board of Elections, the Commissioner of Elections, an employee of the Department of Elections, a member of a local electoral board, a general registrar, a deputy registrar, an employee in the office of the general registrar, or an officer of election. Protected voters are permitted by law to provide on the application for voter registration, in addition to the voter’s residence street address, a post office box address located within the Commonwealth, which would be the address included on (i) lists of registered voters and persons who voted, (ii) voter registration records made available for public inspection, and (iii) lists of absentee voter applicants.
The bill makes it a Class 5 felony to, by bribery, intimidation, threats, coercion, or other means in violation of election laws, willfully and intentionally hinder or prevent an election official or employee of an election official from administering elections. Under current law, it is only a Class 5 felony to hinder or prevent an officer of election at a location being used for voting from holding an election. The bill also makes it a Class 5 felony to commit such acts against an elector for President and Vice President of the United States.
The bill creates a civil action for any election official, employee of an election official, or elector who is intimidated, threatened, or coerced by another person who thereby willfully and intentionally hinders or prevents, or attempts to hinder or prevent, such official, employee, or elector from fulfilling his duty.

A Stark Contrast The contrast in leadership couldn’t be clearer, while Joe Biden brought out his celebrity friends at a high-dollar fundraiser with Obama and Clinton, President Donald Trump attended the wake of a slain NYPD officer. Yesterday, President Trump attended the wake for fallen NYPD Officer Jonathan Diller, who was savagely murdered by a career criminal during a routine traffic stop. President Trump paid his respects to an officer who dedicated his life to his friends, family, and community. He stood in solidarity with law enforcement officers who have been villainized by the feckless politicians of the Democrat-run city. He also drew attention to the disastrous policies that allowed a criminal with 21 prior arrests to be on the streets. Biden, meanwhile, shuffled into town for a day of ritzy fundraising with Barack Obama and Bill Clinton— all in a frantic bid to save Biden’s flailing campaign. It costs $100,000 for a photo with Biden, Obama, and Clinton at the event. It’s a demonstration of values.President Trump will always support law enforcement and will always defend law and order; his record proves it. Biden can’t even stand up to the “defund the police” activists in his own party; his press secretary wouldn’t even say the fallen officer’s name out loud. Bottom Line: Yesterday, four living presidents were in New York City. Only one, President Trump, attended a wake for a fallen police officer. The other three attended a fundraising event with Stephen Colbert and Lizzo. American families deserve a leader who supports law enforcement and safety, and that’s why President Donald J. Trump will win in November. |

FACT SHEET: A Common Ground Budget for A Structurally Balanced Commonwealth Governor Glenn Youngkin on Monday released a package of 242 budget amendments to find common ground with the General Assembly on a new, two-year budget. The proposed package eliminates all tax decreases and increases, includes a $21.3Bn record investment for K-12 education, and provides $3.2 billion in new spending on health and human resources. We can find Common Ground for the Commonwealth and deliver a structurally balanced, clean budget, on time. Governor Youngkin’s Proposed Amendments Deliver a Structurally Balanced Budget that Make Record Investments in Collective Priorities Without Increasing Taxes The Commonwealth is in a stronger financial position than ever before, with steadily rising revenues, record reserves, and a sterling AAA bond rating. The strength of our financial position is the foundation for our ability to deliver a structurally balanced budget while making significant investments and avoiding tax increases. Virginia’s revenues continue to rise steadily. Annual tax collections rose by 40% in the last five years, fueled by more jobs and economic growth. Our record labor force and strong job growth will continue to bolster revenues – even with economic uncertainty ahead.On top of that, Virginia is well-prepared for an economic downturn with a record reserve fund, ranked 4th among AAA-rated states in the nation.The Governor proposed $1 billion in tax relief in his introduced budget, while the budget passed by the General Assembly included tax increases that would cost Virginians $2.6 billion in total. Common Ground – and common sense – says we can write a clean budget without tax increases or tax decreases. The $64 billion Common Ground Budget eliminates all proposed tax increases and invests a record $21.3 billion in K-12 education by realizing savings from final legislative actions, revisions to forecasts and estimated needs, and utilizing resources differently – all while maintaining long-term structural balance. The elimination of tax increases and incorporation of a revised ABC forecast reduce General Fund (“GF”) resources to the Commonwealth by $1.5 billion. The Common Ground Budget captures resources that create flexibility to find common ground:$522 million from reduced GF-funded capital including reverting some projects to proper planning ahead of full resource commitment and utilizing additional long-term bond financing.$263 million from “NGF swaps” including using $150 million excess Literary Fund resources for teacher retirement, and $113 million from leveraging $98 million of state funds paid in advance to NVTC and incorporating WMATA’s latest forecast for the Metro operating shortfall ($15 million). After these adjustments, the Common Ground Budget reflects a resource gap of $670 million (1% of the $64 billion budget). Adjustments to conference spending include: $169 million from the elimination of tax increases that reduce state sales tax distributions.$113 million from final legislative actions, including vetoes, amendments, and other spending adjustments.$302 million in adjustments to K-12 line items pending SOQ funding formula reform.$87 million in adjustments to higher education, still delivering a $1 billion increase over the previous biennium. The $64 billion Common Ground Budget is structurally balanced. After eliminating all proposed tax increases, making record investments in Education and Health and Human Resources, the budget leaves an unappropriated balance of $17.4 million in FY2026 and at least $236 million in FY2027.The Common Ground Budget provides a $236 million balance in FY2027, using the existing December 2023 GACRE forecast which incorporates a mild recession in FY2025. After incorporating policy adjustments in FY2025-FY2026, the long-term outlook incorporates: 2% year-over-year salary increases for public employees including public school teachers, state employees, and other state supported local employees.5.6% year-over-year growth for Medicaid, based on the CMS National Health Expenditure Projection Report.Leverages $150 million excess Literary Fund resources to support teacher retirement annually, consistent with past practice.Prudently incorporates a preliminary downward revision to the ABC forecast pending approval by the Board and excluded from the conference report.Reverts to the pre-pandemic financing model for capital projects, primarily relying on bond financing with $50 million annual cash obligations assumed, representing a 1.6x premium to the average GF capital appropriation in years FY’13-FY’19.Utilizes a prudent revenue forecast that excludes the benefit of $828 million in year-to-date collections that exceed the current FY2024 forecast. The structural balance of the Common Ground Budget confirms we can make unprecedented investments in collective priorities without raising taxes.

Biden’s Border Bloodbath Our southern border is wide open, Americans are losing their lives due to a spike in migrant crime and fentanyl, and our National Guardsmen and border patrol agents are being overrun on the front lines. We need President Donald J. Trump to make America safe again. The border is wide open under Joe Biden. According to a new report, there are now 13.7 million illegal immigrants in the U.S., up 37% under Biden. 189,922 illegal immigrants were encountered attempting to cross the U.S.-Mexico border in February, the highest February ever recorded in DHS history . This is a 338% increase from the average number of February apprehensions during the Trump administration. 10,362 unaccompanied children were encountered. 88,539 illegal immigrants were encountered from countries outside the Northern Triangle and Mexico, showing that Biden’s crisis is global. At least 69 people on the terror watchlist have been encountered trying to enter the U.S. between ports of entry this fiscal year. The Biden administration is aiding and abetting an invasion. Last week, emboldened illegal aliens rushed the southern border near El Paso, ripping down razor wire and overrunning the Texas national guard to get into the country. Another American has lost their life at the hands of migrant crime. Recently in Michigan, 25-year-old Ruby Garcia was found dead with gunshot wounds, her body dumped by the side of the road after a drunken carjacking attempt by an illegal immigrant. This was the second time he entered the country illegally. Americans know Biden and Democrats in congress are to blame for the border crisis. According to a new Fox News poll, 67% of voters disapprove of Biden’s handling of immigration – as millions of unvetted illegals flow across the border and into U.S. communities. Bottom Line: The Biden administration created the crisis at the border. President Trump will end it. |
Biden Lied To Our Middle Class Despite Biden’s promise to build an economy “from the middle out and bottom up,” Biden’s policies have increased the wealth gap between the 1% and middle-class workers. · Biden’s policies have been a handout for the wealthy, while low- and middle-income families continue to suffer. o The working class has had to make more lifestyle adjustments to make ends meet. § In 2023, nearly 75% of self-described working class Americans reported cutting back on entertainment and eating out due to inflation. § 51% of the working class are working more hours. o In response to Bidenflation, the Fed has hiked interest rates 11 times since March 2022 – now at their highest level in 22 years – predominantly hurting the middle class in the process. o “Early delinquencies” on car and credit card loans among lower income households are higher than before the pandemic. · Biden is trying to gaslight Americans on the economy. o In January, Press Secretary Karine Jean-Pierre said Americans just need to give Bidenomics more “time” to take effect. o Biden said his outlook on the economy in 2024 is “All good. Take a look! Start reporting it the right way.” o Treasury Secretary Janet Yellen said that Americans’ pessimism in the Biden economy is “unwarranted.” · There is no such thing as student loan “forgiveness.” o Biden’s illegal student loan promises were shut down after the Supreme Court struck down his bailout. o Biden has now moved to canceling smaller amounts of student debt – having transferred nearly $138 billion in federal student loans to taxpayers without a single act of Congress. § According to the Penn Wharton Budget Model, Biden’s latest student loan bailout will cost taxpayers $475 billion. o Student loan “cancellation” has been referred to as “a giant welfare program for the bourgeoisie” because 40% of student debt is held by students with advanced degrees such as doctors and lawyers. · The middle class isn’t fooled by “Bidenomics.” o Americans know that Biden’s radical tax-and-spend agenda is responsible for the pain they feel in their pocketbooks. o A majority of Americans believe Biden’s policies have worsened economic conditions in the country. o Only 13% of Americans say they’ve gotten better off financially since Biden took office. o 62% of Americans feel the economy is bad and 70% disapprove of Biden’s handling of inflation. Bottom Line: The Biden administration has spent the last three years dismissing, mocking, and laughing at the legitimate economic concerns felt by Americans. Voters will be laughing back come November. |
Everything Costs More Thanks to Bidenflation A majority of Americans are living paycheck to paycheck due to Biden’s failed economic policies. We cannot take a second term of skyrocketing grocery costs, higher rents, and unaffordable mortgages and car loans. · January’s Consumer Price Index rose 3.1% compared to last year. o Auto insurance is up 20.6%; o Household repairs are up 18.2%; o Sporting events are up 13.5%; o Transportations services are up 9.5%; o Nonprescription drugs are up 9.2%; o Baby food is up 8.7%; o Garbage collection is up 6.4%; o Shelter is up 6.0%; o Eating out is up 5.1%. · Prices have risen by 17.9% since Biden took office. · Americans’ finances are being decimated. o Americans are suffering from the lasting effects of Biden’s historic inflation, with many struggling to pay their debts, save for retirement, or afford rent. · Americans are increasingly borrowing to cover daily expenses, finding their regular income is no longer enough to make ends meet. o Credit card delinquencies have surpassed pre-pandemic levels for the first time. · The polls show how unhappy Americans are with Biden’s economy. o A majority of Americans believe Biden’s policies have worsened economic conditions in the country. o Only 28% of Americans rated the economy as excellent or good compared to 57% in 2020. o Only 1 in 5 Americans believe they would be better off financially if Biden is reelected Bottom Line: Despite this administration’s constant gaslighting, Americans continue to suffer from Bidenflation in their day-to-day lives. Bidenomics will only continue to result in paying more to live worse. Biden is Mentally Unfit to be President Biden is a broken shell of a man. The world knows the truth – Joe Biden is experiencing significant cognitive decline. Those around him know that he’s not up to the job in his first term, let alone a second. Just last week, a special counsel found Biden “willfully retained and disclosed classified materials” — including classified documents related to national security and “sensitive intelligence sources and methods” — in his home, garage, and office for decades. However, the special counsel declined to recommend charging Biden because he is an “elderly man with a poor memory.” According to the report, Biden’s memory appeared to have “significant limitations.” He repeatedly forgot when he served as Vice President, and his “ memory appeared hazy when describing the Afghanistan debate that was once so important to him.” Even Democrats admit Biden has a problem. Top Democrat strategist David Axelrod claims the special counsel’s report “goes to the core of what is plaguing Biden politically now, which is a widespread fear that he’s not up to it.” Democrat consultant James Carville believes that Democrats are “officially in Hail Mary mode.” Former Secretary of State Hillary Clinton is calling Biden’s age a “legitimate issue.” At 81 years old, Biden is the oldest serving president in U.S. history. If elected in 2024, Biden would be 86 years old at the end of his second term. Democrats in Congress admit Biden “does not have the normal strength to go out there and campaign.” Bottom Line: Joe Biden has been compared to a human Roomba, as he often gets confused as to where to go. He is deteriorating right in front of our eyes. Americans agree: Joe Biden’s cognitive decline is undeniable. Biden’s Border Crisis Passes 9 Million Illegal Crossings Joe Biden has all the authority he needs to close the border today. His refusal speaks volumes. This dereliction of duty is driving a national security disaster, an opioid epidemic, and a humanitarian crisis through our open southern border. · 176,205 illegal immigrants crossed the southern border in January — a 237% increase from a typical January under President Trump. o 8,523 unaccompanied children were encountered. o 83,761 illegal immigrants were encountered from countries outside the Northern Triangle and Mexico, showing that Biden’s crisis is global. o At least 58 people on the terror watchlist have been encountered trying to enter the U.S. between ports of entry this fiscal year. · Approximately 5,600 illegal immigrants crossed the border every day in January, dwarfing the definition of a “crisis.” o In 2019, Obama’s DHS Secretary Jeh Johnson claimed that 1,000 illegal border crossings overwhelms the system. o That’s a 460% difference. · FY 2023 saw nearly 2.5 million encounters, surpassing last year’s record. · Illicit drugs are flowing into the country at an alarming rate, with only 5 to 10 percent being intercepted as border officials struggle to contain the smuggling. o 1,778 pounds of deadly fentanyl and 4,983 pounds of methamphetamine were seized at the southern border in January alone, with much more getting through. · Last month, a twice-deported criminal illegal immigrant tailgated four teenagers who were driving home from bowling and fired shots into their vehicle, killing one and injuring two others. · Late last month, a group of migrants attacked NYPD officers in Times Square, with some of the suspects still at large . · Last week, an illegal immigrant was indicted on capital murder charges in a cheerleader’s beating, stabbing death. · Disgraced Biden DHS Secretary Alejandro Mayorkas has officially been impeached by the U.S. House of Representative. · It’s a fitting distinction for Mayorkas, who has overseen — and helped orchestrate — the worst border crisis in American history. · It’s clear Biden and Mayorkas don’t care about the border crisis. o At every opportunity, Secretary Mayorkas has led DHS to prioritize making illegal immigration legal and putting lawbreakers ahead of law-abiding Americans. · Under Joe Biden, every town is a border town, every county is a border county, and every state is a border state. Bottom Line: Biden has made good on his promise to dismantle border security. He has all the authority he needs to reverse his executive actions, enforce existing U.S. laws, and end the border crisis right now. He refuses. |
